It is indeed quite surprising to observe the extent to which a &#8216;gas factory&#8217; such as this directive fails to protect the environment (the failure concerns the agricultural part; other industries have made progress). The regions of Europe where industrial livestock farming is concentrated know all about this. <strong>The primary aim of the directive is to authorise mass animal production facilities<\/strong>. How does it manage to distract from its stated environmental objectives?<\/p>\n\n\n\n<p><strong>Animal welfare issues are irrelevant<\/strong>; the worst intensive methods can be classified as &#8216;Best Available Techniques&#8217; for environmental protection.<\/p>\n\n\n\n<p><strong>Limits on permissible emissions are calculated per animal (or per animal place) but never take into account the total number of animals on the farm or in the area<\/strong>; so there is nothing to prevent the concentration of mass production.<\/p>\n\n\n\n<p><strong>There is not the slightest thought given to what a healthy and sustainable food system would look like.<\/strong><\/p>\n\n\n\n<p>The revision of this directive, which is in the process of being finalised (at the end of 2023), does nothing to change this. <strong>The debate has focused on whether or not cattle should be included <\/strong>within the scope of the directive. Their impact on the environment would obviously justify it. The Commission sees the solution in the form of <strong>feed additives<\/strong>. Who has an interest in developing this market? The animal feed industry, obviously. When by far the most effective solution for the environment would be to reduce livestock numbers, while ensuring that CAP and consumer money reaches the farms rather than being sucked up by upstream and downstream industries and trade.<\/p>\n\n\n\n<p>There is, however, one (very faint) hope: <strong>the Commission will define the operational rules<\/strong> to be respected. It is possible that some aspects of animal welfare (and therefore system change) will find their way into these rules\u2026 especially as the entire regulation on the protection of farm animals is under review. EFSA has produced scientific recommendations that call for changes, but they are already encountering opposition. The Commission has promised consultation with all stakeholders. Il est en effet assez surprenant d'observer \u00e0 quel point une 'usine \u00e0 gaz' comme cette directive \u00e9choue \u00e0 pr\u00e9server l'environnement (l'\u00e9chec concerne la part agricole ; les autres industries ont progress\u00e9). Les r\u00e9gions d'Europe qui concentrent les \u00e9levages industriels en savent quelque chose. En effet, l'objectif premier de la directive est d'<strong>autoriser<\/strong> les installations de production de masse d'animaux. Voici comment elle r\u00e9ussit \u00e0 d\u00e9tourner les objectifs environnementaux affich\u00e9s :<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:list -->\n<ul><!-- wp:list-item -->\n<li><strong>Les questions de bien-\u00eatre animal sont hors sujet<\/strong> ; les pires m\u00e9thodes intensives peuvent \u00eatre class\u00e9es  'Meilleures Techniques Disponibles' au titre de la protection de l'environnement.<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li><strong>La limitation des \u00e9missions autorisables est calcul\u00e9e par animal<\/strong> (respectivement par place d'animal) mais ne prend jamais en compte la somme des animaux dans la ferme ou dans le territoire; donc rien ne s'oppose \u00e0 la concentration des productions de masse.<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li><strong>Il n'y a pas la moindre r\u00e9flexion sur ce que serait un syst\u00e8me alimentaire sain et durable<\/strong>.<\/li>\n<!-- \/wp:list-item --><\/ul>\n<!-- \/wp:list -->\n\n<!-- wp:paragraph -->\n<p><strong>La r\u00e9vision de cette directive<\/strong>, qui est en train d'aboutir (fin 2023), n'y change rien sur le fond.  Le d\u00e9bat s'est focalis\u00e9 sur <strong>l'int\u00e9gration ou non des bovins<\/strong> dans le p\u00e9rim\u00e8tre de la directive. Leur impact sur l'environnement le justifierait, \u00e9videmment. La Commission voit la solution sous forme d'additifs alimentaires. Qui a int\u00e9r\u00eat \u00e0 d\u00e9velopper ce march\u00e9 ? L'industrie de l'alimentation animale, \u00e9videmment. Alors que le plus efficace, et de loin, pour l'environnement serait de r\u00e9duire les cheptels, mais en veillant \u00e0 ce que l'argent de la PAC et du consommateur arrive dans les fermes au lieu d'\u00eatre aspir\u00e9 par les industries et le commerce de l'amont et de l'aval.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:spacer {\"height\":\"0px\"} -->\n<div style=\"height:0px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n<!-- \/wp:spacer -->\n\n<!-- wp:paragraph -->\n<p><strong>Un (tr\u00e8s faible) espoir <\/strong>est cependant permis : la Commission d\u00e9finira <strong>les r\u00e8gles op\u00e9rationnelles<\/strong> \u00e0 respecter. Il se pourrait que quelques aspects de bien-\u00eatre animal (et donc de changement de syst\u00e8me) y trouvent leur entr\u00e9e...  d'autant plus que toute la r\u00e9glementation de protection des animaux de ferme est en r\u00e9vision. L'EFSA a produit des recommandations scientifiques qui imposent des changements mais se heurtent d\u00e9j\u00e0 \u00e0 des oppositions. La Commission promet la concertation avec toutes les parties prenantes.
